امكانية تطبيق نظام ادارة الصحة والسلامة المهنية وفق المواصفة القياسية (ISO:45001: 2018): دراسة حالة في دائرة بلدية الصدر الاولى

يهدف البحث الى تقييم الواقع الفعلي ومتطلبات نظام إدارة الصحة والسلامة المهنية وتحديد الفجوة في دائرة بلدية الصدر الاولى وفقاً للمواصفة الدولية (ISO:45001: 2018) وذلك بتحديد نقاط القوة ونقاط الضعف من اجل تعزيز نقاط القوة وبيان مجالات التحسين لاستغلالها في تحسين "نظام ادارة الصحة والسلامة المهنية"، فضلاً عن تحديد جوانب التوثيق و التطبيق في بنود ومؤشرات المواصفة من خلال المقياس السباعي المستخدم في قائمة الفحص، وقد برزت مشكلة الدراسة من خلال الضعف الحاصل في "إدارة الصحة والسلامة المهنية و قلة توافر متطلبات المواصفة (ISO 45001: 2018) الذي أثر سلباً على آليات و اجراءات الصحة والسلامة المهنية مما ولد اصابات وحوادث للعاملين اثناء العمل في دائرة بلدية الصدر الأولى, تم اعتماد الباحث على منهج دراسة الحالة وقد عمل على اعداد قائمة فحص محكمة منبثقة وفقا لبنود ومؤشرات المواصفة بوصفها الأداة الرئيسة لجمع البيانات لهذه الدراسة، فقد جرى قياس فجوة التطبيق والتوثيق بإجراء الكشف الميداني والملاحظة والمقابلات الشخصية مع عدد من القيادات الإدارية المسؤولة عن توافر بنود هذه المواصفة في دائرة بلدية مدينة الصدر الاولى. توصل البحث الى مجموعة من النتائج أبرزها في حصول بلدية الصدر الاولى على نسبة تطبيق اجمالية بمعدل (38%) وبنسبة عدم تطبيق اجمالية كبيرة بمعدل (62%) كانت بسبب عدم اهتمام دائرة بلدية الصدر بتوافر متطلبات نظام الصحة والسلامة المهنية وصيانته وتحسينه بشكل مناسب
