نظرات في الفساد الإداري
Abstract
تُعدّ ظاهرة الفساد الإداري والمالي ظاهرة قديمة – جديدة، وهي ذات جذورعميقة، وتتداخل فيها عوامل مختلفة يصعب التمييز بينها، فهي ظاهرة كلية ذات أبعاد سياسية وإقتصادية وإجتماعية وثقافية، ومرتبطة بالمنظومة العامة للمجتمع، حتى قيل أنها أضحت ظاهرة لا يكاد يخلو منها مجتمع أو نظام سياسي، إلا أن التعامل معها يختلف من مجتمع إلى آخر، ففي العراق بدأت مناقشة ظاهرة الفساد، سواء على الصعيد السياسي أو القانوني أو الإداري في العقد والنيف الأخيرين.
