Abstract
أن صورة التركيز الإداري لم تعد مستساغة التطبيق في العمل الإداري في الوقت الحاضر، حيث تعددت واجبات الوزير وتنوعت بصورة غير مألوفة عما كأن عليه الحال في الوقت الماضي, اذ لم يعد في إمكان الوزير أن يقوم بكل صغيرة وكبيرة من متطلبات العمل الإداري المتعلق بشؤون الوظيفة الإدارية الملقاة على عاتق وزارته .
