نقود الهليكوبتر ما بين الواقع والخيال

قُـــــدم مفهـــــوم نقـــــود الهليكـــــوبتر Helicopter money مـــــــن قبل الاقتصادي الأمريكي ملتن فريدمـــــان (1948) بقـــــــــوله " دعنا نفترض بأنه فــــــي احـــــد الأيام حلقت طائرة الهليكوبتر فوق المجتمع وبدأت بإلقاء 1000 دولار إضافي بشكل صكوك من السماء، وكذلك لنفترض بأن كل واحد هو مقتنع بأن هذا حدث نادر لا يمكن تكررهُ مطلقاً "(Friedman, 1969, p. 4) ، فريدمــــــــان يؤمـــتن بأن نقـــــص الطلـــــــب الاسمي فــــــي الاقتصاد وعــــــدم كفايته لابــــــد مــــــن إيجــــــاد حل دائماً له ، واقترح بأن الاقتصاد اذا كـــــــان يعــــــاني من نقـــــــص الطلب الفعلي فيجب علــــــى الحكـــــومة (البنك المركزي) طباعة النقود والقيام بأمطارها من طائرة الهليكوبتر، والتي سيلتقطها الجمهور ويقوم بإنفاقها والتي ستؤدي الى زيادة الناتج المحلي الإجمالي الاسمي والتي قد ينتج عنه مزيج من ارتفاع كل من التضخم والناتج المحلي الحقيقي، والذي سيتحدد اثرها طبقاً للميل الحدي للاستهلاك والميل الحدي للادخار ، أي ان نقود الهليكوبتر تعتمد على انفاق الوحدات الاقتصادية لثروتهم الجديدة بدلاً من ادخارها ، أي درجة التحفيز النقدي ستحدد الأثر النهائي .
