الملخص

   يهدف البحث الحالي إلى بيان تأثير الاستقرار الوظيفي بمجالاته المتمثلة بـ(الرضا الوظيفي، الرواتب والحوافز، الأمن الوظيفي) في دعم قدرات الموارد البشرية بأبعادها المتمثلة بـ(المعرفة، المهارات، المواقف، الممارسة الوظيفية) في المديريات العامة في إدارتي زاخو وسوران/ إقليم كوردستان-العراق كميدان للبحث الحالي، إذ شخصت مشكلة الدراسة في الإجابة عن التساؤل الرئيسي: هل للاستقرار الوظيفي دور في دعم قدرات الموارد البشرية؟ وتتضح أهمية البحث من خلال دور الاستقرار الوظيفي في دعم قدرات الموارد البشرية، وما يترتب عليه من تحقيق أداء أكثر كفاءة وفاعلية، وأعتمدت البحث المنهج الوصفي التحليلي، واستخدمت استمارة الاستبانة كأداة رئيسية لجمع البيانات من عينة قومها (352) من مديري الوحدات الادارية في المديريات المبحوثة. وجرى اختبار فرضيات البحث باستخدام الحزمة البرمجية (AMOS V. 24)، وتوصل البحث إلى مجموعة من الاستنتاجات أهمها ان الاستقرار الوظيفي يؤثر بشكل مباشر في دعم قدرات الموارد البشرية، من خلال توفير بيئة عمل تتسم بالثبات والطمأنينة، مما ينعكس على التفاعل الإيجابي في مكان العمل والإلتزام التنظيمي وتحسين الأداء المؤسسي. وبناء على الاستنتاجات أقترح الباحثان مجموعة من المقترحات أهمها ضرورة الأهتمام بالاستقرار الوظيفي من خلال الاهتمام بالموظفين، وإنشاء بيئة عمل آمنة، لتعزيز شعورهم بالثقة والطمأنينة، وتقليل الضغوط النفسية لديهم لدوره الفعال في دعم قدرات الموارد البشرية.
