Abstract

The importance of reconstructing the basic structures, which our study emphasized on its development necessities, is based on the hypothesis that the organic link between them and the diversity of sources of income and increase its growth rates. The results of the study reinforced this hypothesis. Through the study of successful development experiences, we noticed that most of the developed countries have now relied on the infrastructure sector as a leader rather than secondary poles. Based on the theory of sector debate, the third sector, Occupies the largest area of GDP generation and dominates the largest proportion of the labor force. The most important conclusions we have reached are that the effects of this sector are not confined to the local economy, but extends abroad because it is the first indicator that guides the foreign capital in the choice of places that endemic. The aim of our research is to establish the hypothesis of the priority of building the infrastructure and to determine the expected results and to link between the rates of growth and growth rates of the production base. We have reinforced our research with a set of recommendations, foremost of which is the need to look for secure sources of financing to ensure that the construction of these vital projects, which are the basis of the desired economic development, is not hindered.
