This research was based on the idea that the use of electronic technologies and methods
plays an effective role in creating a qualitative shift in administrative, scientific and
technical dealings in the study community (College of Administration and Economics /
Al-Mustansiriya University) by rebuilding the graceful business system from an
electronic perspective of human resources management and applying human engineering
standards to achieve compatibility Among the characteristics and specifications of
individuals (mental, physical, and psychological) with specifications, type, environment,
location and work tools of an electronic nature to remove excessive loops in work
procedures. I have expressed the problem of study through a set of questions about
Theoretical aspect to clarify the suffering of the researched college from total waste in
energies and the multiplicity of the extra rings in work procedures and confusion in the
design of the work structure, most notably the availability of capabilities to implement
the graceful system program for human resource management in the researched college.
The study focused on an electronic program proposal that works to achieve this, The most
important conclusions. The use of the proposed agile system for managing human
resources requires physical and human capabilities in strengthening the information and
communication technology system that are compatible with the size of the expected
change, and the most important recommendations are to follow up on development events
