نظراً لأن منظمات الاعمال بصورة عامة والمنظمات السياحية بصورة خاصة تعمل اليوم في ظل بيئة تتسم بالتغير واللاتأكد البيئي، ما يضعها أمام تحدي دائم للتكيف مع تلك التغيرات، ولن يتحقق ذلك الا اذا امتلكت آليات للاستثمار في رأس المال البشري للنهوض بواقع السياحة في العراق متمثلة بوزارة الثقافة والسياحة والاثار، ولقد تحددت الدراسة بمدى الاستثمار في الاصول البشرية واستغلال العقول المبدعة لتحقيق النتائج الايجابية المتوخاة في المنظمة المبحوثة من خلال دراسة الاليات المعتمدة في الاستثمار كالاستقطاب والتدريب والتحفيز في رأس المال البشري. ولتحقيق اهداف الدراسة تم تطوير استبانة لغرض جمع البيانات من افراد العينة والمتمثلة بالقيادات الادارية العليا في الوزارة المبحوثة، مع امكانية التوصل الى نتائج يمكن من خلالها صياغة توصيات تسهم في رفد الفكر السياحي والفندقي والمكتبة السياحية برؤية جديدة حول العلاقة بين متغيرات البحث.
