Abstract

The current research aims to determine the role of electronic human resources management in the organizational excellence of a sample of employees in the Ministry of Higher Education and Scientific Research, numbering ((156). The research was based on the main problem, which is (What is the role of electronic human resources management in achieving organizational excellence in the Iraqi Ministry of Higher Education and Scientific Research?) .resulted in a number of sub-questions, the aim of which was to clarify the theoretical philosophy and intellectual propositions of these variables, as they are vital topics imposed by the current reality. To achieve the research objectives, the questionnaire was relied upon as a primary tool for obtaining data and information, and after verifying the scale A number of statistical methods and tools were used to prove the validity of the research hypotheses, such as (arithmetic mean and standard deviation, correlation coefficient (Person), simple linear regression test), and the research reached specific conclusions, the most important of which is that: (The lack of interest in the dimension of leadership brilliance from the point of view of employees (research sample) in the Ministry of Higher Education’s office, as it is linked to several main aspects, including weak communication, resistance to change, lack of training in modern leadership skills, in addition to the lack of effective mechanisms for evaluating performance and motivating employees).
